That's just a new version of an old idea. I don't see that this one swivels in the turns and even after going through the write-up can't tell if it turns.
I'm old enough to remember the old dollies like the Long Trailer one, our neighbor had one on a travel trailer in the late fifties. It had two wheels with a spring loaded trailing link design and castored. They were attached to the trailer tongue.
BTW, "The Long, Long Trailer" was filmed in 1952-53.
I kinda think that this Hell-ya dolly looks like a Rube Goldberg creation.

Actually, I don't think it's too bad of an idea, as long as people don't use if for evil. :D There are a lot of rigs out there that will exceed GVWR long before getting to the GCVWR, this could help take some of the toungue weight off before that happens. I can see as how it would add stability.
Wonder if they make one for a fifth wheel. (haha)
