Fuel tank pickup location

    I have a 150 gallon fuel tank in my bed that I scavanged from a Volvo semi ( even have it secured with the DOT straps off a semi so i can't catch any trouble from a trooper for the thing ), and it has the fuel pickup line coming out in the middle of the tank on the side. THis has me wondering if it would be OK to use one of the pipe plugs at the bottom of the tank on the ends as a pickup location to feed the pump as it would be a lot easier on the electric pump, but for some reason I seem to remember somewhere some regulation about some kind of tanks having to have fuel outlets only coming out of the top. Would that only apply to the transfer type tanks like the farm stores sell possibly, ans maybe not to full DOT certified fuel tanks like I have, as I seem to recall over the years driving many semi trucks that had fuel lines and crossover lines running out the bottom of the tanks.
    If someone could clarify this it would be greatly appreciated
