Sounds like a fuel supply issue, have you changed your fuel filter lately? That would be my first step.
Don't think I would want to put a spacer on there. I think the ring is there to help support the wheel and not put added stress on the wheel studs.
Its probably the sensor, but I also wouldn't rule out the connector the sensor is connected to.

Never heard of them. I'd suggest using a tried and true product like edge, etc. As far as mpg gain, doen't expect much, maybe .1 or .2 mpg better....
